By order of the Council of Ministers of the Kazakh SSR, the Almaty State Theater and Art Institute with the Department of Fine Arts was organized in 1978. On the basis of which the “Art Faculty” was opened in 1979.

The Department of “Fine Arts” was headed by the People’s Artist of the USSR, corresponding member of the Academy of Arts of the USSR, Laureate of the State Prize of the Kazakh SSR K.T.-B. Telzhanov, Vice-Rector for Academic and Scientific Work was appointed Umorbekov B. E. Honored Artist of the Kazakh SSR, Laureate of the State Prize, E.A. Sergebaev, D.T. Suleev were invited to teach, B.Tulkiev, J.K.Kairambayev , E.Tolepbayev, Y.Belov, K. Tynybekov, K.B. Ospanov, M. Zhakubaliev, K. Abdikarimov G.P.Klimuk.
